BETTER COASTAL HAZARD MANAGEMENT: DOST-PAGASA, NAMRIA Sign Memorandum of Understanding
A ceremonial signing of the Memorandum of Understanding (MOU) between DOST-PAGASA and the National Mapping and Resource Information Authority (NAMRIA) was held last February 2, 2026, at the PAGASA Central Office, Quezon City through the support of the GCF-funded project titled Multi-Hazard Impact-Based Forecasting and Early Warning System.
The signing was graced by Dr. Nathaniel T. Servando, DOST-PAGASA Administrator, and Capt. Teodoro D. Pasahol, Assistant Director of Operations, of NAMRIA. Also present were Deputy Administrator for R&D, Dr. Marcelino Villafuerte II; Deputy Administrator for A&ES, Ms. Shirley J. David; and Ms. Thelma A. Cinco, Chief of CAD and MHIBFEWS Project Leader, along with division heads, scientists, and technical personnel from both agencies. Their presence highlighted the strengthened partnership to enhance coastal hazard monitoring, analysis, and forecasting in the country.
In his opening remarks, Dr. Servando highlighted the country’s vulnerability to hydrometeorological hazards and tropical cyclones, noting that the MOU will strengthen collaboration in sharing knowledge, technical expertise, and critical information for improved coastal hazard management.
Meanwhile, Capt. Pasahol emphasized the importance of the partnership in strengthening early warning systems and building safer, more resilient coastal communities, helping protect lives and property.
The MOU marks a milestone in strengthening the exchange of real-time raw tide observation data and tropical cyclone information, supporting capacity-building initiatives and enabling improved integration of tidal and meteorological data for more accurate storm surge and coastal hazard analysis.
