MOU Signing on Translating S2S Climate Forecasts and Assessments into Energy-Relevant Information
Through a Memorandum of Understanding (MOU) between the Energy Regulatory Commission (ERC) and DOST-PAGASA under the project “Subseasonal-to-Seasonal Climate Prediction Application” of the DOST-MECO-TECO VOTE III Program: Establishment of Seamless Prediction Capability on Typhoon, Marine Meteorology, and Short-Range Climate – Component 3, both agencies have formally partnered to establish a framework for data exchange and develop products that translate climate and weather forecasts into energy sector–specific information, enhancing coordination and harmonizing efforts between them.
Signed on 26 February 2026 at Exquadra Tower, Brgy. San Antonio, Pasig City, Metro Manila, the MOU marks a milestone in the shared vision and commitment of ERC and PAGASA. This landmark agreement underscores strengthened cooperation and lays the foundation for a productive, forward-looking partnership in building a climate-resilient and consumer-focused energy sector.
The signing was led by PAGASA Administrator Dr. Nathaniel T. Servando and ERC Chairperson and CEO Atty. Francis Saturnino C. Juan, who highlighted their commitment to evidence-based regulation and ongoing collaboration to build a climate-resilient, consumer-focused energy sector. Also present to sign the agreement were PAGASA Deputy Administrator for Research and Development and MECO-TECO VOTE III Program Leader Dr. Marcelino Q. Villafuerte II, Weather Services Chief and MECO-TECO VOTE III Project 3 Leader Ms. Thelma A. Cinco, ERC Executive Director Atty. Nancy Aurora Q. Fajardo, and ERC-Market Operations Service Director Ms. Sharon Q. Montañer.
In his message, Dr. Servando underscored that collaboration can transform scientific knowledge into practical solutions that support effective planning, improve resilience, and strengthen institutions for the benefit of the Filipino people. He further affirmed PAGASA’s steadfast commitment to assisting ERC in promoting proactive, evidence-based regulation.
ERC Chairperson and CEO Atty. Juan emphasized the importance of continued inter-agency collaboration to build a climate-resilient, consumer-focused energy sector, stressing that shared responsibility is essential to effectively address the challenges posed by climate variability and change.
The ceremony also featured presentations on ERC’s mandates, market functions, and interventions, as well as the MECO-TECO VOTE III Project 3’s discussion on user engagement and the analysis of estimated base temperature and cooling degree-days across the Philippine major islands. This MOU reaffirms the commitment of both agencies to exploring greater opportunities to integrate climate and weather information into the energy sector.
