2025 Rainfall Warning System Conference
The DOST-PAGASA in partnership with the GCF Multi-hazard Impact-based Forecasting and Early Warning System for the Philippines (MHIFEWS) Project conducted a 2025 Rainfall Warning System (RWS) Conference this August 1, 2025 at the Madison 101 Hotel with the goal of improving and harmonizing rainfall warning system issued nationwide.
Attended by PAGASA key officials and representatives from R&D, Operations, and Engineering and Technical Services Divisions, current best practices that can be adopted, as well as existing challenges and gaps that need to be addressed were tackled in the conference.
Mark Ivan C. Roblas, Supervising Science Research Specialist of DOST-PCIEERD Information Group, served as a resource speaker and shared his expertise in science communication. In his presentation, he emphasized the importance of effectively communicating with audiences and stakeholders. He also provided suggestions on how to further improve PAGASA’s current Rainfall Warning System (RWS) through enhanced messaging strategies, audience engagement, and alignment with impact-based forecasting practices.
A moderated discussion was conducted to gather inputs from forecasters on ways to improve RWS operational procedures, and strategies to align with PAGASA's Multi-Hazard Impact-Based Early Warning System initiative.
After the session, a technical working group composed of representatives from various PRSDs and relevant divisions will be reconstituted to update the Manual of Operations and Standard Operating Procedures, addressing the current and future needs of the Agency’s stakeholders as highlighted during the conference.
